NOTICE TO RATEPAYERS

 

MORA-SAN MIGUEL ELECTRIC COOPERATIVE, INC. (MORA) will file proposed rate schedules, under Advice Notice No. 61, on April 10, 2018 with the New Mexico Public Regulation Commission (Commission) which will result in a rate increase to all customer classes.

 

Pursuant to Rule 17.9.540 NMAC and 17 NMAC 1.2.53 of the Commission's Rules of Practice and Procedure, MORA's consumers are notified that:

 

  1. This rate adjustment will result in an increase in operating revenues.A test period of July 1, 2016 through June 30, 2017, was used.Advice Notice No. 61 will change rates due to increases in cost of purchased power to MORA from its power supplier and increased costs to conduct business.The proposed rates will incorporate into the base rates the cost of purchased power of $6,268,111 for an increase of $117,165 above the test period cost of purchased power and a base cost of interest on long-term debt of $775,747 for an increase of $238,049.The increased cost of purchased power of $117,165 would be passed on to the consumers of MORA through the Fuel and Purchased Power Cost Adjustment clause of the tariffs if these proposed rates do not go into effect.Likewise, the $238,049 increase in the cost of interest on long-term debt would be passed on to the consumers through the Debt Cost Adjustment Clause. The increase in revenues for the Cooperative is projected to be $295,604 (less than the increases in expenses above) or 2.51% above the annualized test year revenues of $11,753,707.

     

  2. The proposed changes affect an average of 8,964 customers in the Residential/General Service classification, 1,611 customers in the Seasonal Residential classification, 27 Irrigation consumers, 194 customers in the Commercial Service classification, 48 customers in the Power Service classification, and 1 Public Street and Highway Lighting customer in the Lighting Service classification.

All kWh amounts under present rates do not include increases in cost of purchased power in the amount of $.004703/kWh sold in accordance with the Fuel and Purchased Power Cost Adjustment clause currently contained in the respective rate schedules.

 

*  Plus purchased power cost above or below the base cost of $.083769/kWh sold in the existing rates.

 

The new base cost of purchased power in the proposed rates is $.088559/kWh sold.  Any increases or decreases above or below this cost of purchased power will be passed on to the customer through the Fuel and Purchased Power Cost adjustment clause in the respective proposed rate schedules.  Additionally, any increases or decreases in the interest on long-term debt above or below $775,747 may be passed on to the consumer through the Debt Cost Adjustment Clause contained in the proposed rates schedules.

(f)        The Cooperative will promptly notify a member, who so requests, of the date on which the schedule proposing the new rates will be filed with the Commission.

 

(g)       The proposed new rates will go into effect automatically and without hearing by the Commission unless one percent or twenty-five (25) members of any rate class, whichever is less, files a protest with the Commission no later than twenty (20) days after MORA has filed the schedules proposing the new rates and the Commission determines there is just cause for reviewing the proposed rates on one or more of the grounds of the protest.

 

            IF A HEARING IS HELD BY THE PUBLIC REGULATION COMMISSION, ANY COSTS INCURRED BY THE UTILITY MAY BE INCLUDED IN THE UTILITY'S FUTURE RATES, FOLLOWING THE UTILITY'S NEXT RATE CASE.

 

(h)       Procedures for protesting a proposed rate or rates is set forth in NMPRC Rule 17.9.540 NMAC and 17 NMAC 1.2.53, a copy of which can be obtained upon request from or inspected at either Mora-San Miguel Electric Cooperative, Inc., Main Street, Mora, New Mexico 87520 (telephone 575‑387-2205 or 1-800-421-6773) or the New Mexico Public Regulation Commission, 1120 Paseo de Peralta, PO Box 1269, Santa Fe, New Mexico 87504 (telephone 505-827-6910 or 888-427-5772).

 

(i)         Prior to filing a protest with the Commission a Cooperative member should attempt to resolve any grievance by presenting your objections to the new rates, in writing, and allow MORA seven (7) days in which to attempt a resolution of your objections or otherwise respond.

 

(j)         Any interested person may examine the rate filing together with any exhibits and related papers that may be filed at any time at the main office of the Cooperative or on or after the date of filing at the offices of the Commission.
